The Bureau of Indian Standards (BIS) is India's national standards body under the Ministry of Consumer Affairs. BIS certification — represented by the ISI Mark (for products) or the BIS hallmark (for gold and silver jewellery) — is mandatory for a wide range of products sold in India. Under the Bureau of Indian Standards Act, 2016 and the Quality Control Orders (QCOs) issued by various Ministries, certain products cannot be manufactured, imported, or sold in India unless they bear the BIS ISI Mark, demonstrating conformity to the relevant Indian Standard (IS code).
There are two primary schemes: (a) Product Certification Scheme (ISI Mark) — for domestic manufacturers; and (b) Compulsory Registration Scheme (CRS) — for electronics and IT products (laptops, mobile phones, chargers, LED lights, etc.) that must be registered with BIS before import or sale. Import of QCO-notified products without BIS registration is prohibited at Indian customs and attracts confiscation and penalty.

What is the penalty for selling BIS-notified products without the ISI Mark?
