It is governed by the respective state's Municipal Acts and local body regulations, and varies in name and procedure from state to state (e.g., "Gumasta" in Maharashtra, "Trade Licence" in West Bengal and Karnataka, "Corporation Licence" in Tamil Nadu).

Frequently Asked Questions
Is a Trade Licence the same as a Shop & Establishment registration?
No — they are different registrations issued by different authorities. Shop & Establishment is registered under the state Labour Department and governs working conditions and hours. Trade Licence is issued by the municipal body and governs the right to carry on a specific trade from specific premises. Most businesses need both.
Does a home-based business need a Trade Licence?
It depends on the municipal body. Some municipalities exempt home-based micro enterprises below a certain turnover. Others require a licence even for home businesses. VITTAX checks the applicable municipal rules before advising.
What happens if I change my business activity after getting a Trade Licence?
